HELP! .... literally

I'm looking into writing some "online" help for the first time since I wrote an application in OS/2 back in the mid-90's. I don't think anything but the grammar applies to anything today. My question is, if money is not the leading factor (although it does play a role), what is the best way to approach writing a help file for a .NET application? Is Microsoft's freebie HTML Help the best way to go? Is there a way to have a core set of help files that can be generated for both a WinForms and for the web (not necessarily a web application, but just accessible from the web). What's the preferred tool on the market?

Any clue is appreciated.

ndoc and xml code comments for developer / sdk code IMO.

And then for pretty user help, robohelp does a good job, but it is costly.
